It's not quite clear to me what you might mean. Perhaps you can clarify.
The sum of your files is 5MB. I got that part. Are you saying that there is a total of 23 files that sum to 5MB?

When you save your page in a folder you've got:
-The htm files
-All the grafics and aditions in another folder calle INDEX_HTM_FILES.
All this is 5 mb.
Xara also saves its own files which is the one you open in the program to keep working. This is 23 mb in my case. But this file is not actually uploaded to the server and as far as I can see it should contain pretty much the same. So why is it much bigger?

Yes, that helps. So, the sum of the output files is 5MB, while the .web file is a whopping 23MB.
Let's assume for a second that you have 24 photo in a gallery. Your photos are maintained at full resolution within the project file (.web ... 23MB). The exported versions of those photos are optimized (usually, reduced substantially in size). This could be one reason for a large size differential.
