The key word "insert" is not used in the Xara Web Designer menuing structure (although, that's what it does).
Note that in order to insert a page before Page_One, you must 1) make Page_One the current page, then 2) do An 'Edit > Pages > New page', then follow with an 'Edit > Pages > Move Page Up. (psst ... Xara ... note the minor inconsistency in menu option capitalization )
As noted by Soquili, doing a 'Pages > duplicate current page' will create a new, exact copy of the currently active page, including 1) layer structure, and 2) graphic/textual content (like-distributed on those layers).
