From the very earlier versions of CorelDraw, I never had problems to run applications.
Do you receive any error message ? if yes, can you post it ?
Do you lunch the barcode wizard from CorelDraw (with the applications luncher button) ?
If yes, try to run it from the its installation folder, normaly "C:\Program Files\Corel\CorelDRAW Graphics Suite 13\Programs\barcode.exe"
If this does not work, maybe you should reinstall the program, or try it on another PC.
I launch it from the program. I did as you said from the folder .exe file and it freezes during the wizard just like before. The error message is:
"Corel Barcode wizard has stopped working." Then let Windows look for a solution, then it says no solution found and stops..
This VERY frustrating! I am not uninstalling and reinstalling until I see there is a fix. The Corel forums have many complaints on this..

I saw where there are multiple emails from that forum as well and just checked TG to see if this was happening on any of the X4 versions here as well. I need to one..
I also had an issue with the Bitstream Font Manager.. It would hang up a lot, but seems to be doing ok now.

Are you running the program on Vista?
If you are running on Vista try running the .exe using right click and selecting Run as administrator. After the first time you run it that way it should run normally from within Draw without having to use Run as administrator.

You've found a bug we hadn't noticed . For the time being I here's a workaround for the bug:
Open up barcode.ini found in "c:\Documents and settings\<your user name>\Application Data\Corel\CorelDRAW Graphics Suite X4\User Config" and set
Main Input=
(note, there's nothing behind the equal sign). After doing so, save the file, then make it read only, this will prevent the crash from occuring again, but will also make it not remember your last setting. The directory may be hidden on some computers, so you may have to show hidden directories in your "folder options" of explorer.
