control bars - button size settings missing

in the control bars section of the help for version 19 it shows the dialog box:



and a bit further down states:



but the change of size buttons are not present in my version, I see this only:

one member can see these buttons but two including myself cannot...

something appears to be wrong here, any idea what it is ?

[it is the same for me in ver 11, 15.1 and pro+ demo]
