Is there a way to design only a mobile website.

I already have a great website that was designed about 5 years ago in dreamweaver.

You can create a site of 480 pixels wide and publish it to a subfolder. Then you can either add javascript or use .htaccess to redirect to the subfolder. Look here for examples.
