Can I link to named anchor in popup layer

Is this something thats possible?
I have some content at the bottom of my page and in addtion to having the popup layer i would like them to be taken down the page to the popup when they click the link. I havent a clue how the code would work for this.

No.

A brief test reveals that web page will scroll to the target anchor's location, but the popup layer will not display.
