Popup Layers on top?

I have a site started with multiple popup layers. How would I put in code to close the current layer and open up the new layer from a button?

The problem im having is this:

I have a form with buttons on it, if a button is clicked it will display another form and on that form is buttons, if a button on that form is clicked it should show a different form. The problem I run into is, it will not show forms that are on layers that were created before itself. It will display layers that was created after it.

Layers like so:

popup1
popup2
popup3

popup1 will show the other two layers ok, but popup2 will only show popup3 and popup3 will not show anything because it was created last.

How can I make this work? I need the button to close all layers and then open up the correct layer that it is set to open.

You'll want to use covoxer's tweak. Do a search for 'locking popup layers'.
