    Here's how I can look at that:

    1 person in a room on each floor of a 20 story building.
    20 people in the same room on one floor of a 20 story building.

    I know which scenario I think is easier to manage.

    So file size and memory wise there's no difference?

    Rather than creating a long list of layers that house one element each, consider creating just one (or a few) layer(s) for position-locked elements, and name it (them) meaningfully.

    [shrug]While this method works for me, I imagine there might be scenarios that require a different approach.[/shrug]

    Whilst there may be some very small difference between a .web file saved with one object on each of 20 layers and one with 20 objects on one layer, the output site (html + files) would have to be identical.
