MouseOff & MouseOver not hiding/showing

This is weird, I have MouseOff unticked in the layer gallery but it's still showing that layer. I need to change the MouseOver layer but no matter what layer (MouseOver / MouseOff) I tick / untick no layer's are hidden / show. Anyone any ideas?

More weirdness, the guide lines, if i tick them on, they don't appear on the page except if I scroll the pages. It's like WD is placing the guidelines out of view and will only place them if I scroll the lines into view. It's difficult to explain so I'll attach the .web to see if it's happening to anyone else.

Doh, my apologies. I had a different page highlighted than the one I was looking at so the mouse off was working on the highlighted page, which wasn't the one I was looking at (in the image). Sorry about that.

Perhaps you turning on/off layers on the different page that you are looking at?
