Hi Ted - you attached it correctly. I can confirm in IE7 I too am not able to get a coloured background. It looks fine in Xara-WD but displays white in the preview & white when exported & opened in IE7.
Very weird...
Have you been able to get background colours to stick in other tests?

There appears to be several 'background' layers created for no reason. Also what is Layer1 for?
Though removing them has made no difference to the oddity.
Looking at the preview source, it shows nothing is defined as body background:
<body style="">
I deleted all the background layers and layer 1. Changed the background colour myself and exported. The page still has a white background.
Creating a page myself the background can be changed normally by dropping a colour on the page.
Something within Ted's file is not allowing the background colour to be updated.

Layer 1 is nothing -left over from experimenting. Stripped all layers out except the guides, mouse off, mouse over. No change in preview.
After stripping all those layers, I right-clicked the page and chose 'Default Background'
Saved, then Ctrl+Dragged a fill from the Fill Gallery to the page.
Preview showed the fill correctly. I then ctrl+dragged a colour from the colourline. Now the background shows correctly and the page source shows:
<body style="background-color: #191919">
I think right-clicking page and choosing 'Default Background' may have been the key.
