Hi musicdiver. 13px is too small for a mobile. 16px is the recommended size, but as Gary mentioned, it all depends on the font. If you are using any light or condensed fonts they will not be easily read at 16 and would probably need to be 18px.

In one site I use Open Sans 16 and 18 for the regular text in the mobile variant.

I am the say as Boy - I use OS 16px on main site and OS 18 on mobile variant. Same size when I use Monserrat (or whatever it is called!).
