Striations in a photo

Ron that's a tricky problem and I'm afraid after quick play around, I've not been able to find away that doesn't also remove the fine detail. Hopefully somebody else will know the best approach.

In my attempt below I tried applying some blur using the blur/sharpness option in the photo tool bar.

Have you tried making a really large scan of the photo then reducing down it's size, to see if that somehow helps?

He looked a fine looking gentleman.
