I know this thread is from 1972, but how do I create a border that is it's own shape so that I can fill it? In other words, make the edge/border it's own thing, with a null middle, so that when I fill it with a bitmap, for example, the middle of the rectangle is still alpha, and only the border is filled?
start with outline no fill - select it and arrange menu > convert line to shape
your outline will then be a shape in its own right that you can edit and fill

Convert Line to Shape is not an option. Nor is the Contour Tool which would have been my next suggestion.
Unless your primary shape is a rectangle or circle, in which case you can create a smaller rectangle or circle and place it over the primary shape, then I don't think it is possible.
There may be something in the Content Catalog (Insert > From Content Catalog) that you can use.

Xara claims a lineage back to 1981!
Start with any shape you like that is solid with no Line width.
This can be a Box, Ellipse, star or any shape you choose.
Make a clone and reduce by say 10%.
OR
Create a 1-step Contour and then click Inset Path.
OR
Create a bevel.
Select both with the smaller on top and Subtract Shapes and Ungroup if required.
You can now pick a Bitmap and Apply as Fill or Apply as Transparency.
You could also start with an image, place a smaller shape over it and Subtract.
All these are destructive so if your XDA has it, use a Mask Region instead.
If you then use Mask Cut, the inside is deleted but can be restored at any point with Unclip. Photo Frame 5 uses this approach.
Frame rectangle, Frame Circle or Frame Square could also be used.
