Why are the exported jpeg files to svg format saves in xar format? How do you save it in svg format?
Probably because you used the File/Save command instead of the File/Export.... command. Use the latter and select from the 'Save as type' drop-down bar 'Scalable Vector Graphics (*.svg; *.svgz)'.

Also, unclear as to WHY you want to export a JPEG as a SVG file? Please explain.

"Converting" a JPG to SVG usually involves redrawing the object(s). I do that sort of thing quite often for icons and logos and such, anything with solid colors where you want nice clean lines. But there's really no easy to do it automatically.
