Exactly how are you determining that the PDF is low resolution? With vector, there is no resolution limit except the output device. Your XAR file is only text. I didn't have Bangles so I converted those two text strings to curves.
I have attached the PDF from XDP X9.
Depending upon who is printing this, I might even make a copy and convert all the text to curves (editable shapes).

It gives a message that it is under 200 ppi and will not be good quality.
Staples did up a mock one for me and it's pixelated. I need at least 200 dpi
I tried the attachment you sent and same message I've been receiving.
Then they are rasterizing the pdf. There is no bitmap in the pdf. Find a different place to have it printed if they cannot just print direct form either Reader or Acrobat.
I could have that printed at 100 times the size from anyplace around here that does banners and it would be as crisp as if I had a high end printer do it at 300 lines per inch on an offset printer.

Unfortunately I'm out of time to search elsewhere and have it ready for tomorrow.

My last banner I did with Xara and it printed fine. Had pics and text.
There is no resolution in an all vector pdf. Your PDF is all vector. It's not an issue with your pdf it is an issue with whom is turning your vector pdf into a bitmap.
If you have a FedEx Office around you, check with them. All of them around here also do large format printing. And they use Acrobat--or they will use it instead of their other software for processing print work.
BTW, it is entirely possible that the employee that is eventually dealing with your PDF hasn't much of a clue as to how to deal with PDFs. At least if it isn't their automated processing system. You could always give them a ring and discuss the issue of them converting a vector PDF into a low-res bitmap.
