It depends on what you are trying to embed. But the way to add scripts etc. to Web Designer is by adding the scripts, etc. to a placeholder, which is a simple object such as a rectangle.
Please go to Help > Index > Placeholder Objects for more detailed information.
When you add a script, etc. to a placeholder object, the script is added to the HTML document when you preview or publish the document.

Thank you also Gary, yes; I would like a given css mouse-hover transition object to embed from this website: http://tympanus.net/Tutorials/3DHove...ts/index2.html.
Or is it possible another mouse-over transition effect, which haven't building in 'WD' (fade;slide xy..) to embed it? Thats also perfect for me!
Maybe one of our more savvy members will have the answer. Check back.

The effects, 3D Transforms, do not work in all browsers. See http://caniuse.com/#search=3d%20transforms.
The example site you selected uses a large amount of CSS3 and jQuery with too many opportunities for it to be tamed easily.
For instance, it may not be a case of applying the effects to an existing picture; you probably have to add in its path into all the code and then ensure you've not mistyped anything.
I use CSS3 effects for lots of little things but the effort to pass on the detailed knowledge is sometimes far harder than the original concept.
You may be lucky that someone has done all the hard work already for use in a Xara sites.

Hover effects are great but remember that they do not exist on mobile devices which require a finger (or pen) being in physical contact with the screen, it does not recognise (yet) when that said object is just above the button. And as more and more people use these mobile devises for browsing the less relevant hover effects become. By all means have hover effects but if it is going to take time and learning will it be worth it if no one sees those effects.
