Ok, go real slow now. How does one create one of these !FixedTab layers?

Thanks Steve, found this in 'search' and it is so nice and simple...matches my brain.
After playing around with the "fixed.xar" file (it did not automatically create a new "!FixedTab" layer as described in the instructions, I had to create it manually) I finally got it to work, sort of. The problem is the part I wanted in the fixed position moves all the way to the left of the preview or browser window while the page remains centered. (see images) How can I get the fixed portion to remain in the same position on the page?
I figured out the problem with the misalignment issue. I forgot to put an exclamation mark in front of the "!FixedTab" layer.
However, none of the links or rollover effects work.
Any advice as to how to get the links and rollover effects to work?
