To me it looks like a series of arks with transparency and perhaps some glow, rotated around the centre. The centre looks like a black circle with blurred edge.
I think it would be a job for a PS brushes with different blending modes and have a look here: http://www.icanbecreative.com/light-...photoshop.html
If you really want to do this in Illy do a search for "neon lightning effects in Illustrator" and do a mixture of this: http://www.dezineguide.com/tutorial/...e-illustrator/ with Arc tool and the Swirl tool with the blends in the above tutoial and transparency used in that tut. a long with gaussian blurs from the effects menu on the PS filter area. Also on the effects menu don't forget the effects in the Stylize part as you have "Drop Shadow, Feather, Inner & Outer Glows. If you have problems don't hesitate to come back and we will try to help. This appears to be an object/shape that's based a little on chaos theory.
This isn't exactly what you're looking for, but hey, it's New Year's Eve, and I did it in 5 minutes in Apophysis for Windows, free.
There is also Chaoscope, a little more complicated to draw images from, but it, too is free, and I've been able to generate everything from spirals, to complex glass sculptures, to wisps of smoke.

If Illustrator can make blends of circles like Xara then you could do something similar with those, a large circle with smaller one inside and at edge at 5'oclock position blended, and then add more arc lines cloned and transparent. This one I did in Xara.
