This is a new intended text handling behaviour for DTP/Web Publishing and Web sites.
If you want to intentionally squash/stretch text, group it first.
This is noted in the Help file under Stretching and squashing objects:
and Scaling text areas and columnsNote that text in text areas and columns does not squash or stretch when adjusted with the Selector Tool, unless it's in a Group that is being scaled. Instead the width/height of the area or column is adjusted.
If you scale a text area or text column using the Selector Tool, the text itself is not scaled, only the dimensions of the area or column are changed. Use the Text Tool font size control to change the actual text size. However if the text is inside a Group, resizing the group will scale the text.
Yes, that worked. However, something is still suss. Once the text is ungrouped, Xara allows then stretching for all text, grouped or not until you close and restart Xara. Is this intentional??
To be consistent, stretching should then only be allowed for groups, not only per program session??
If I understand you correctly, then I can't repeat that.
1. Start Xara
2. Activate Text Tool (T) and type a letter
3. Select (V) the letter, then group (CTRL+G)
4. Stretch text sideways - All good.

5. Delete the text (press delete).
6. Activate Text Tool (T) and type a letter again.
7. Select (V) the letter, (same as step 3), this time do *NOT* group.
8. On the side handles, stretch horizontal or vertical < Why can I stretch although this text was not grouped?
Nope - following your steps, I cannot repeat that.
I restarted Xara and this time it didn't behave this way. I tried recreating all the steps when I posted this but can't reproduce this behavior when I follow my own steps. I looked at the bottom of the screen to confirm it was a text, not a group when I could stretch it. If I ever can reproduce this problem I will be posting back here. Please delete or move this post as you see fit. Thanks Sledger.
Alternatively, if you don't want to group it just adjust the aspect ratio in the Text Tool.
surely all you have to do is just click on the lock asect ratio padlock to freehand stretch as required
you dont have to group it at all
just click the padlock again and stretching reverts to previous behaviour

Seems to be an anomaly. I can't reproduce it here either.
On the upside, this new behavior seems like a very good thing when working with text boxes. Bravo.
