Ok, here is a pic of the page with the static tweak added for the background image. It is full screen and the logo and mouse-over buttons are aligned correctly.

but if I go and make the screen smaller the background stays static (witch it should because of the tweak) but the logo, mouse-overs, and footer move.

Basically I want the background all the way to the left of the window (not the design area) but I need it to move and adjust as the screen size changes and keep and graphic, mouse-overs, or other material relative to the alignment of the background. The static tweak would work for this except with the drop down area of the background pic is what is making the difference but I need that drop down area.
irishdoc, from your screenshots, I think I am seeing your that your page is centered within your pasteboard image, which is Xara's default.
If you were to extend the left side of your page to embody an inch of your pasteboard design and align the new design to the left with a Widget (see below) then your rightmost pasteboard image would be fixed for any viewport width. I can't think of another approach as your pasteboard image is asymmetrical.
Elsewhere on the Forum is the background to a Widget, Page Left, that one of the Moderators might know exactly where.

While that works for stopping the page content from moving. I still need to move the background outside of the page area (to the left), so my background image doesn't appear tiled. Is there a way to do this. Using the Do Not Tile Background tweak only removes the background image to the left of page content instead of moving it to the area that was previously tiled.

Designers usually avoid images of the type you are using because they will tile.
