I think you need to go to Help > Download Content Installer.
Once you do this and add the content, content is updated automatically.

yeah did that already and is said that content pack was downloaded
but still doesn't show

Have tried changing proxy settings within IE9 to see if that made any difference but still it sits there saying offline
I have a similar issue at my work PC behind corporate firewall / proxy server / etc. Problem has not been resolved for me. I submitted a help ticket and after several emails they told me my content installed from disk (which they told me to do) is current and logged the issue with the development team. Tried a number of things they told me to, none of which worked. Ticket is still open and unresolved.
I would go ahead and log a support ticket with them so that they may be more inclined to address it if more people report it at: http://support.xara.com
Since their documentation states the following, I would expect them to find a solution: The Design Gallery is now completely server linked, so we can update and add more templates, clipart, etc.

The most common reason for this to happen is a firewall is blocking access to the internet from the program.
Close the program, then disable your firewall temporarily prior to re-opening.
If after doing that the Designs Gallery is then populated with folders you need to go back and re-enable your firewall and create a rule within it to allow the program access to the internet. Consult the Help file within your firewall software for configuration options.
