I am experiencing this same problem in a presentation I am preparing. Arrowheads do not appear in the exported PDF. Through a lot of fooling around I found something that seems to work in my case, though it's likely not a full characterization of this problem (which looks like a bug to me). Here is what I observed:
I had one layer (call it layer 1) with some lines in repeating groups ("repeat on all pages"). There was also some text objects on this layer. My arrows were on a different layer (layer 2).
I found that when I moved the text objects out of layer 1, so that only the repeating groups were in there, then presto, my arrowheads appeared again in my exported PDF.
I wonder if the original poster has some similar setup, where moving objects around the layers changes things. Like I said, sounds kind of buggy.

This is an update to my previous post: after experiencing further problems and doing more experiments, it seems that the problem arises when lines with arrowheads are above any text objects on the page. When I move all text objects above all arrows in the page & layer gallery, then I am able to see all my arrowheads in the exported PDF. Note, the objects do not have to be overlapping for this problem to arise, it seems to depend only on their relative position in the P&L gallery.

Welcome to the forum. Would you be able to share a sample file that exhibits this behavior? Some of us cannot replicate the problem and using the same file would go a long way towards an apple to apple comparison.

I am experiencing the same problem using Designer Pro 8.1.1.22437 and I can replicate it over and over again with new files.
Indeed moving all text objects to a layer higher in the stack solves the problem but might not be feasible to use for every design.
Only workaround so far that I found without having to re-arrange all my layouts, is either converting the lines with arrowheads to shapes or giving all the text objects a shadow with 100% transparency.
The latter works the best for me because everything stays editable in that way. I suppose the text will be rasterized into the PDF in this way but for my usage that's no problem.
Oops. I might have been using v.7 when trying this. In XDP the arrow problem is there.
Maybe I should uninstall XDP6 and XDP7 to keep things straight. Or take a course in reading comprehension...

Until the next update or the problem is solved why not convert the lines to shapes and export that way. Still post the .xar files so that the members here can have a look,

I couldn't fix the problem. I uninstalled the updated program and reinstalled the initial release - and went back to arrows exporting as pdfs as they should do.
