The Shadow tool has a glow option (4th on the toolbar, after None, Wall, and Floor). It works better on smaller objects, as there's a limit to the size (in other words, the larger the text, the thinner the glow will be around it). Also, if the glow seems a little weak, clone the text (along with the shadow), and that should brighten it up a bit (I had to do that with the larger text in the attachment).

This is using 54 pt Arial Black. You can pump up things a little bit using the profile and manipulating the curve.

This is done in Designer Pro 7 but should be the same in Graphic Designer 7.
I feathered the text a bit first.
Then applied a Glow Shadow, adjusted it to suit and coloured it to be the darker and bigger part of the shadow.
Then cloned the text and made the shadow a bit smaller and a lighter colour.
(Adjust the Blur of the shadow. Adjust the Transparency of the shadow to get things to look brighter, or not.)
The results are pretty close to what you're looking for.

Angelize thanks, in the attached file I tried to follow the video and finally yes the text seems around similiar
But now that shows my level that I can not apply the same to the Halloween heads
Would you use the Contour Tool from here and giving to that a red color and feather? Or maybe the yellow shapes should be cloned and feathered? Or maybe somehow without any cloning the Flood tool could give those red shinings around?

Sorry for confusing you, the Halloween pumpkin heads in the video were actually a photo. The video has no audio as it is one I did quite some time ago and if memory serves at the time I had a nasty cold!

OK. I can never resist a challenge.
I made a few different versions with the glow shadow, one deep orange and one lighter orange. I made the glow larger on the first by dragging it outward with the Shadow Tool and I reduced the Shadow Transparency to about 10.
The white text has no shadow but I added a 4 point white outline and some feathering.
