I never actually said jpeg was designed for printing photographs - but it was designed to reduce the file size of photographic files and its compression is geared with that in mind
who cares what tiffs were originally cooked up as in 1980s - the adobe standard [1990s] is what everyone uses today and the publishing industry especially, who are known to occasionally print things even in this day and age.. if they started as scan format so much the better
still a pendant cannot complain when challanged by another - does 'designed' suit you better ?
