    If this is another page in your document,
    * Select picture
    * Right-click>Web Properties>Link
    * Link to:
    * Select page

    If this is another page on the internet;
    * Enter full URL (web address) in 'Link to web or email address:'
    * Tick 'Correct automatically'

    In both cases, click the Apply button when done.

    Is your picture on the MouseOff layer? (Look in the Page and Layer Gallery and click the S icon next to the MouseOff layer. This will display what is on this layer.

    And are you previewing the website in the browser? On the infobar mouse over the page icon with the eye on it. Then select the second icon (shown outlined in green).

    This will launch the preview browser and you can test your link.
