They are called favicons
Xara Web Designer 7, and I'm pretty sure Xara Designer Pro 7 (not released yet but I would expect it to have the same feature), can automatically create one and add it to your website. You create a square image (Xara will reduce it down to the 16 x 16 pixel size), click the yellow name tag icon, and name the image favicon. Xara automatically creates a favicon.ico image.
If you are not ready to purchase or upgrade to one of the two products mentioned, there is a freeware utility called IcoFX http://icofx.ro/ that can do the same thing. After you create and name the image favicon.ico, place it in your root directory (along with your index.html file). The browser looks for such a file and if it finds one it displays it.

Thanks Gary. I will try the freeware option for now. I am currently using XWD6 and XDP6. Will probably wait awhile to upgrade.
