An uninformed estimate, actually. The code to allow the user to control contrast, brightness, etc for the interface would be extensive. Adding the ability to do so to elements of the interface such as icons would add to the coding required.

The base interface color is already adjustable by simply editing the theme XML file in the Xara program directory.
The icons would just need to be scaled and their contrast/saturation adjusted prior to drawing - both operations which - as you'll probably agree - are already part of Xtreme
It's even easier to do all of this as Xara is already relying mostly on their own UI drawing code and not using any Windows API such as Forms.

Sorry but by Base Interface are you referring to the new Dark colour?
The Xaradark_theme.xml file is created by the CodeJock software used to create the Dark Skin. Editing the xml can manipulate a few of the interface elements, but this may or may not be available in future versions. It isn't necessary for the CodeJock API as far as I know. Editing this file is probably not recommended or supported.
The Dark Skin is created using the CodeJock API rather than working with the MFC classes available directly within Windows.

Would have been nice to get some one with some skill to design the new icons for the buttons - they look older than the old ones which looked old already.

Well I like the new actually better if they did it right. Right now it's too much of the same color grey. Otherwise I like the darker experience generally. Like for example adobe went dark on After Effects a couple years back. Some other apps as well.

if you are a moderator - surely your profile should say so - it should at very least be in your signature if there is not room by 'developer' under your username...
then everyone will know who they are dealing with..
just my 2pence worth - but big waves are being made here that rules apply to everyone....
and as it stands it might even encourage other members who are not moderators to act that way.. when they see you do so
