WD6: Cannot import page templates into Photo documents

I have created a page and when I try to add another page it does not allow it. the tool bar is grayed out and I get the error when I try to import from the Design Gallery. "Cannot import page templates into Photo documents" Web designer 6

Photo Documents have no pages. They are for photo editing not for websites.
