The tighter security in Windows 7 prevents fonts from accessing the system simply by viewing them. Fonts can contain executable code that could cause damage to your system.

Download AMP Font Viewer 3.86 http://www.ampsoft.net/utilities/FontViewer.php browse to Not installed fonts folder,pick one and use option Install font temporarily.It works.

Symbolic link or not, the font is 'installed' and written to the windows registry regardless of it's physical location.
Using a shortcut to a font as a symbolic link is fine, but removing it should still be done by uninstalling it from the font folder.
You can made a font available without installing it with dp4 font viewer, though I can'r say if it will work with PSP as I don't have it installed on my W7 machine.
I have just confirmed that dp4 font viewer as mentioned above works with Windows 7 34bit and 64bit AND makes the font temporarily available to PSP (and all other programs)
