How to fill this simple figure?

You have no shape to fill there. Only unjoined lines.

I'd recommend learning a few of the basics via free 101 tutorials.

i read this manuals.

i joined, combine, weld this curves with no success

Just use the Bezier tool to create the complete shape. (Ctrl+Click to constrain line to whole angles)

When you get back to the start node the cursor will change to an arrow indicating it will complete the shape. Then you can fill it by simply clicking a colour on the color bar.
