I haven't noticed this with my custom keys, they all still work - though I haven't needed to customise 30..
When you *save your custom keyset.ini - do you then load it (so make it the current set) ?
(*saving I believe is to allow you to share keysets or setup several different keysets. Saving isn't necessary otherwise, just press OK when youre done)

Can you provide some more information about this problem please. It seems to work ok for me. Please give specific examples of shortcuts you've defined which get lost on restart and and let us know what version of Windows you are running.
Is anyone else having problems?

Problem :
I customize key shortcuts, click OK, also save the keyset.ini file.
All customized shortcuts work OK during current session.
Then : Exit program, Open again, all keys reverted to defaults.
Load the saved keyset.ini file, some of my customized keys not in the list.
Happened repeatedly, on all succesive versions.
Attaching here a zip file of my customized shortcuts list with red marks on problem keys, plus the saved keyset.ini file.
Clean install XXPro 4.0.4916.
WinServer2003 SP2, Xeon 2x3.6, 8GB RAM PAE, Wacom, AVG.

I had a similar experience and it seems that some keys are not meant to be used as shortcuts.
I found out that using the "\" key caused to reset keystrokes at restart of Xara and also reseted my saved file. It took me quite some time to find out the error and it was quite frustrating.
I also found that two shortkey editors can be opened simultaneously, not good.

I haven't tried all your custom shortcuts, but I did try 9, 0 and \. As Marc says, "\" may be your culprit. The 9 and the 0 assignments stuck until I added a backslash assignment. That removed all my custom hotkeys when I closed and reopened X4.
Looks like you need to avoid using that backslash. You may also want to save your settings in a custom ini file and keep a copy in a safe folder. Then, if you find another key assignment to avoid, you can restore the custom assignments that stick without having to reenter them.
