I don't run Pro. Admittedly I don't run the DL version either, but this is the export window from 3.2.4.3017 CD of Xtreme. I don't see any reason for the DL version to differ.

I just installed the download trial version of Xara Xtreme (not Pro) on a Windows XP machine. It has export to psd.

Chris did you run the installation program as Administrator?
Vista doesn't always allow an installer to register all features if UAC is enabled and the installer is not run as Administrator.

The version I installed is Xtreme Pro, it does have the pantone libraries, which is one of the main reasons I chose to test the pro version instead of the non-pro version.
I just installed the same trial version on a fresh XP install over on another one of my boxes and it has both the PSD export and the PDF import functions. I finally have a chance to play around with that functionality and so far I am happy with the results. The point editing in Xara is phenomenal! The layer gallery bothers me and feels a little antiquated but I suppose I could learn to live with it. It’s like I always say to my daughter, “everyone has faults and if you don’t learn to accept some of them you won’t ever have any friends”.
I am going to try the idea from Soquili and re-install on my vista machine as administrator. That’s my main work machine. Other than that I just don't know but this does seem like something Xara should look at.
