My answer might be that Xara is a Vector illustration program that can work with bitmaps.Can Xara Extreme 3 do HDR for photos?

Xara does not (even try to) compete with the likes of PhotoShop, Lightroom or other high-end photo and raster (Bitmapped) applications.
Xara can however 'link' with such apps if so set to be the editor in Options.
Tone mapping would not be something I'd expect Xara to handle in any way.

You might want to look at Photomatix at http://www.hdrsoft.com/
Their software works very nicely and there is a lot of information about high dynamic range photography (HDR) on their website.

In the image below if you exposed for the sky the sand would be underexposed and if you exposed for the sand the sky would be over exposed. This was done in photomatix with three differently exposed images. Using transparency in Xara you might be able to get satisfactory results...

Looks like I have some sensor dust do sort out
Blending a lighter and darker image in XXP. I made the lighter image self transparent. The lighter areas become more transparent. I tried a little profile adjustment as well.
