If symantec-norton are as good as they think then it should have a means for you to make exceptions for sites you 'trust'.
This is the case with other software like panda, like ffox/noscript.. and so on....
And it is of course the surfers responsibility to have their machine set the way they want it, can't second guess it, there are all sorts of thing you can install in your browser that will change things too..
I seem to recall that if flash-plugin is not installed there is often a message.
Don't know that its possible in this case?
A fall-back may be the only 'solution' - animation + still, if it can be made to look right?
