Default Unable to create navigation bar

For some reason I can't get the Arrange>"Create Navigation Bar" to become activated in MX8. But, If I create the bar in WD7 and copy it into MX8 it works. All I want is a simple text nav bar that changes color on hoover.

I've made dozens of these before by grouping the text, clone, change color, put clone on MouseOver layer, apply soft group. When I select both MouseOver and MouseOff the Create Navigation Bar does not become activated.

Anyone else have this issue? Or am I missing something?

If you just want a simple text menu, then try this: Just key in all your navigation on one continuous line of text. For example:
HOME | ABOUT | MY GALLERY | LINKS | CONTACT etc. Select just the text (not the vertical lines) and add appropriate links.

    Un-check Underline Text Links.

You can modify the mouse off, over, and visited colors if you wish.

You will get the same mouse over effects without the hassle.

If for some reason you have to have buttons, then add a rectangle to the text and group the rectangle and the text and make the rectangle the same color as the page.

Thanks Gary, that will work too.

I bet a lot of people would like a simple text navbar in the design galley ready for use. I use this type a lot. I ended up stripping down a button and turn that into a menu bar. But, that's a lot of steps. I'll save this one :-)

    In Web Designer MX

    [1] Create text item

[2] Place 99% transparent rectangle behind it and group

[3] Copy and paste-in-place on the MouseOver layer - recolour text

[4] Create submenus with navbar tool

*Note: Ctrl+Select text object, right-click>>Names... and use the name HTMLTEXT if you want the main button text to remain as text.
