Basically no. Xara is not an html based web designer. It's a wysiwyg graphics designer that on publish creates the html file. You don't alter the resultant html to edit your file, you edit your wysiwyg xara file to edit and republish.
However, that said, you can "import from web address" your website into Xara and work on that to recreate your site.

File > Import from Web Address is about the best you can do. This does a fair job of importing content from your site on a page by page basis and placing the content on the page more or less as it appears on the page.
But it does not import layers (Mouse Over for example) and you have to do a page at a time.
Still, it's a start.
