After some trial and much error, I may be figuring it out a little bit. Take a look at what I'm working on: http://ricksworks.com/portmans/
The idea is to create "sections" that have the appropriate image scroll in at the right time.

I think 'Music Lessons' and 'Rentals' need to have their images swapped.
Discounting the fact that I dislike the effect, I think you have done a very good job of that. I agree with Paul, the images may be better swapped.

I think nice job so far.
Thanks everyone. I do like the effect but I also think that it has been overdone.
Looks really nice, congrats!
... but did it "stutter" while scrolling for anyone else?
Sorry this one went wrong,

Never give up. You will never fail, but you may find a lot of ways that don't work.
Correct me if I'm wrong, but, under Music lessons both kids and adult classes photos and text should have their positions reversed or at least the photos flipped horizontally. Particularly kids classes bothers me because the "kids" photo seems to lead the eye out of the photo/text composition. Maybe that's what Paul and handrawn are referring to.

The 'Music Lessons' and 'Rentals' images are now correct. Before they were swapped.
The blue band for 'Rentals' isn't properly aligned with the image.
I understand the 'stutter' comment - I noticed it wasn't smooth scrolling always and I find that when I view using Chrome or FireFox, it's smooth after the images are cached, it's not so smooth on Safari.
Not so keen on the sans-serif menus, and some menu options, particularly on mobile, don't do anything.
Stylistically the site is a mixture of 'Classic' and 'Modern'. I'm not sure that's so good.
