Best practice is to avoid it if at all possible

If the PHP generated content is of a fixed size then it should be quite happy in a placeholder Iframe. Other than that, if the generated content is dynamic in size, then I would create a simple HTML page with the PHP content sandwiched between two Iframes. One containing a Xara created page for the header and another for the footer. That does limit the design possibilities.

Once you get to that stage though you might as well code the whole thing.
