Smooth Scroll to on Page Anchor

I am trying to setup a smooth scroll to an on page anchor but all it does is instant.

Is there a way to do this in Designer Pro X10?

Only think I just noticed is when I place a mouse over on an image with fade effect the anchor link does not work.
