robots.txt file missing

WD8P has not created a robots.txt file for one of my sites, but has for another one.
Any ideas?

When you set up the Publish settings for your site, be sure to enter your website URL at the bottom of the menu.

I used Web Designer 9 for my screen shot but the setting is essentially the same in WD 8.

That explains it - 1 site I uploaded vis WD and the other via FileZilla...
