Unable to create navigation bar

For some reason I can't get the Arrange>"Create Navigation Bar" to become activated in MX8.

In Web Designer MX

[1] Create text item

[2] Place 99% transparent rectangle behind it and group

[3] Copy and paste-in-place on the MouseOver layer - recolour text

[4] Create submenus with navbar tool

*Note: Ctrl+Select text object, right-click>>Names... and use the name HTMLTEXT if you want the main button text to remain as text.
