How Do I Make Light Beams

Hi everyone,

I know that when someone tells me how to do this, I'll kick myself for not thinking of it. But for the life of me, I'm just not figuring it out.

How do I make "light beams" like the image below?


I lifted this image from an iOS app called Flashlight.
