marine life painter from Hawai

Theres a guy in hawai who makes beautiful marine life paintings but cant remember his name. He has long blond hair and a scandinavian type of name as far as i remember,
Have you anyidea who he is?
I`d like to draw paintings like his in xara. Some of his paintings can be found in postcards

the big problem seems to be drawing the clearest part of the night sky close to the horizon.
i used the smudge and blur tool to give that cloudy look like in the painiting in the link but its not coming out well,at least in Sumo.
im not using xara for this as it seems unsuitable for coloring
