I use xara web designer 6

looked thru videos didn't see anything about this.

Welcome to Talkgraphics.
Just drag the image you want to use from windows explorer or from the bitmaps galley (if you already have imported it to Xara) and drop it over the background (of the page or over the pasteboard - the area around the page - you choose) while pressing Ctrl.

You can also drag the image from the desktop and drop it onto either the page or the background.
