Try it. If the file type is not recognized, then ZIP the file and upload the ZIP file here as an attachment.
How do you plan to use the content? There is a big difference between AI and JPEG.

We're a sign company and produced these decals for a casino, as chip counters. They need to be exact, but wouldn't change, so a high-res jpg would be ok to print more from. An AI or eps is preferable, though.

Well, I tried with Designer 6 Pro I didn't have any luck. Even with the .xar .art import option. Anybody out there with an older version of Xara?

John is correct. Examining the file with a Hex Editor reveals it is a compressed bitmap which matches the AOL image format description.
If you have a machine with AOL installed you should be able to open the file and save it as a jpeg.
