Select the object whose outline color you want to change. Move the mouse cursor over the color that you want to use, and right-mouse click. From the popup menu, select "Set line color".

I have an other question:
How can I set an object to background
so I can add text above it?
Ctrl B moves an object to the back (Arrange > Put to Back).
Shift Ctrl B moves a selection back one object at a time.
