You can't get all kinds of odd errors if the Photoshop preferences file gets corrupt (as in a power failiure).
1. Exit Photoshop.
2. Go to: Documents and Settings\Application Data\Adobe\Photoshop\8.0\Adobe Photoshop CS Settings
3. Delete the Prefs.psp file.
4. Open Photosop and the application will create a new (default) one.
Worth a try.

hmm? cant find the Prefs.psp file
Kelvin what OS are you using and which version of Photoshop?
If you are using Windows 2000 or newer you will find the Prefs.psp file where Risto stated. The file name will be longer the Prefs.psp will be the last part of the name.
If you have Photoshop 7 the full filename will be Adobe Photoshop 7.0 Prefs.psp.
If you have Photoshop CS or newer it will be Adobo Photoshop CS (or CS2 or CS3) Prefs.psp.
If you are using a Mac then you may need to do a google search to find how to reset the preferences when you cannot start the program.

Kelvin, as asked by Soquili - what OS are you running?
In general, find where you installed the application - find the settings folder - delete the file. You can't find the application files at all? Show us the file structure you can find.
Worse comes to worse:
Clean up your scratch disk(s) (delete any nonsense files) and reinstall Photoshop. You shouldn't need to do this though as getting rid of the Prefs files should do the trick.
If a reinstall doesn't work... You have serious problems with a virus (or a few).

if running windows/XP are not the application data files hidden by default - I know they are for my version[s]

i'm using XP Professional SP2 thanks for the advice guys..anyway i may wanna reinstall if this cant be solved
Steve you are correct. The Application Data folders are hidden by default.
Kelvin you can use My Computer or Windows Explorer to unhide the folder.
Open either and then click on the Tools menu.
Click on Folder Options... (at the bottom of the popup)
When the Folder Options dialog opens click the View tab along the top of the dialog.
In the Advanced Settings windows click in the Show hidden files and folders option.
Click OK button.
You can now see the hidden folders. Follow Risto info about where to find the Application Data folder and the file to remove.
