Basically bitmaps are what Paint Shop Pro does. The problem with bitmaps (raster images) is that you tend to get jaggies or pixelated edges and its harder to make minute changes.
Take a look at the images below. The one on the left was done in xtreme, in a few quick entries. The image on the right shows a 25601 percent zoom on the white line in the middle. Notice there are no jaggies.
Flash is an example of a vector application. Ever wonder why the animations look so smooth because there are no jaggies? It's because of vectors.
