Its not too hard, Its using a slight pinch as far as I can see, radial blur with the flower on top, smeared to the side and put a dodge brush with liniar burn, sharpened ever so slightly, with other smears and twists, Its advanced, and well put together.
and the second Image I love looks awesome.
tip though, EXPERIMENT!
you cant jsut make It right away, play around and eventually youll get somthing ya love.
