Do you have the original psp file with the layers? If so, it's an easy process. Just click on the layer that contains the part you want to change....select a new color and fill.
It's a bit more difficult if you don't have the psp file, but it can be done.
I have to teach classes in a bit...but if you can be more specific as to what you want done...I'll do a step by step for you this afternoon.
Is it the background color you want changed or the text color? Or both?
